Science questions.. help!?

-2 questions, here they are, answers appreciated!! 1) if you're spinning on a chair, why do you speed up or slow down when your arms go in and out? 2) if you shot a bullet whilst at the front of a train at 50mos, the bullet leaves the gun at 50mos, so do they travel next to each other? Thanks :)
